The budget is the basis of the city's development and the driver of all transformations in the capital. The annual adoption is one of the main functions of the Moscow parliament.
Resources are allocated in such a way as to ensure the implementation of priority tasks:

• Improving the level of social security of inhabitants of Moscow;
• Improving the quality of services provided to the public and business;
• Formation of a comfortable and safe urban environment;
• Improvement of transport infrastructure;
• Increasing business activity and improving the investment attractiveness.

The key goal is to create first–class conditions for living, studying, working, childrearing and disclosure of personal potential of every resident of the capital.

Over the past few years, Moscow has clearly demonstrated its resilience to crises: the city was able to overcome the main difficulties caused by the pandemic, and now we are actively using the experience gained to maintain the sustainable development of the city's economy in the face of sanctions.

Moscow is the leading region of Russia in terms of economic size, population size and income because of the ability to fulfill social obligations and generally high budget growth rates.

• It is the largest subject of Russia in terms of gross regional product (GRP): the capital accounts for 1/5 of the total GRP of the country.
• More than half of the operating credit institutions of Russia are concentrated in Moscow: the share of banks registered in the capital accounts for about 77% of all banking assets of the country.

Most of the head offices of leading domestic companies are located here, representative offices of international corporations, large financial organizations, as well as large-scale public sector and federal agencies are based here.
In international comparison, the capital of Russia is one of the largest urban economies in the world: it ranks fourth among megacities in terms of GDP (in terms of purchasing-power parity).
Moscow is one of the three European cities in terms of consumer spending and is one of the twenty largest consumer markets in the world.
The main drivers of the Moscow economy are: construction, transport, industrial sector and innovative industries.

In the field of urban planning policy, Moscow seeks to systematically link strategic and territorial planning, ensure coordination of residential and commercial real estate construction with social, transport and engineering infrastructure, combine regulatory, scientific, methodological and information support into a common complex.
Moscow urban development projects regularly receive high marks in various international competitions and ratings.

Over the past 10 years, 98.6 million square meters of real estate have been built in Moscow, including 41 million square meters of housing.
A large-scale and ambitious housing renovation Program is being implemented. Thousands of residents of Moscow will receive not only modern apartments with comfort–class finishes, but also developed social infrastructure, as well as a completely new urban environment - balanced, open, comfortable and attractive.
The program involves the demolition of more than 5,000 obsolete residential buildings that were built in the 1950s –60s.

• Their total area is about 16.5 million square meters.
• The renovation program will affect about 1 million residents of Moscow.
• A preliminary estimate of the cost of the program is 3.5 trillion rubles. It is planned to spend 172.2 billion rubles on the renovation program in 2023.
• Since the beginning of the program, more than 270 old houses have been resettled in the capital, 126 of them in 2022. Due to the high rates of resettlement of old houses, new territories are being freed up for further housing construction for the program participants.
• 6 million square meters of housing will be built in the capital, 5.4 million of them under the renovation program in 2023-2025. More than 155 thousand people will be able to move into new apartments by the end of 2025.

In the next three years, it is planned to spend 2 trillion 424.1 billion rubles on the state program "Development of the transport system".

• In the next three years, Moscow plans to build more than 216 km of roads, more than a hundred pedestrian crossings and artificial structures.

Moscow occupies a leading position in terms of the efficiency of the transport system because of intensive development and thoughtful planning.

The Moscow Metro is the largest in Europe and the second in the world in terms of the length of lines, the one of the ten busiest subways, and is also among the first in the world in terms of train intervals, schedule compliance and innovative solutions.

• 18 metro stations and 40 km of tracks will be built in Moscow, and 2 electric depots will be put into operation in 2023-2025.

Another major project is the Moscow Central Diameters, which are essentially ground metro lines.
In November 2019, traffic was launched along the first two diameters, the total length of which was 132 km:

• There are 66 stations on them. It is possible to make transfers to other modes of transport at 27 of them.

Three more diameters will be launched in 2023-2025. Their length will be 243 km (D3 - 85 km, D4 – 86 km, D5 – 72 km), 114 stations will open for passengers (D3 – 42, D4 – 39, D5 – 33), 40 of which will be able to transfer to the metro or Moscow Central Circle (Circle railway in Moscow).
After the launch of all five diameters, transport accessibility of 70 districts of Moscow and 17 cities of the Moscow region, where more than 9.5 million people live, will improve. It is assumed that the transport infrastructure of the capital will be unloaded by 12%.

After the completion of the project, Moscow railways will take one of the first places in the world in terms of integration into the urban transport system and in terms of passenger traffic

The development of transport infrastructure and construction is inextricably linked with the activities of factories and plants. The enterprises of the capital amount to billions of rubles of investments and hundreds of new developments and research per year.
Now there are more than 3,000 industrial enterprises concentrated in Moscow, over 700 of them are large and medium-sized. In total, more than 700 thousand people are employed in the Moscow industry.
About 500 new industrial enterprises have started operating in the capital only in the last 5 years, more than 30% of them operate in high-tech industries.

Particular attention is paid to enterprises that have received special status: they receive the most significant benefits that allow them to direct the money saved on paying taxes and rent to scientific research and expansion or modernization of production.
The Special Economic Zone (SEZ) "Technopolis Moscow" was created in 2005.

• There are 5 sites with a total area of 223 hectares.
• And 91 high-tech enterprises have the status of a resident.

Special status:
42 technology parks are objects of innovative infrastructure of the city of Moscow, key points of growth of technological entrepreneurship, created on the basis of industrial enterprises, scientific organizations or as part of the implementation of investment projects.
64 industrial complexes – this status can be obtained by enterprises of the scientific sphere and manufacturing industries.
13 investment priority projects (IPP) are new projects for the creation of technology parks, industrial parks, industrial complexes, objects in the field of education, culture and art (7 of them are technology parks under construction).
Another priority of Moscow is the development of innovations and the creation of an ecosystem in the city that would ensure the cooperation of various companies among themselves and with the city authorities. For this purpose, the Moscow Innovation Cluster was created. The key task of which is to promote the creation of new innovative projects.
Cluster programs help to attract investments and to find partners.

• MIC unites 36 thousand participants and partners from different fields – technology companies, startups, industrial enterprises, research and educational institutions.
• There are 1,400 innovative projects in the cluster database.
• 206 federal and regional support measures are available to cluster participants and partners.

Moscow is one of the most attractive global center for life and deservedly ranks among the leaders of sustainable development.
It was confirmed in February of 2022, when the United Nations Human Settlements Programme (UN-Habitat) presented its "Urban Prosperity Index" rating (this is a universal rating that was developed to assess the quality level of sustainable urban development).
For several years, UN experts have been analyzing the indicators of 54 largest cities in the world, of which 29 megacities representing all continents were included in the final index.
Experts compared them according to six indicators that have become the basis of urban prosperity:

• Economic productivity
• Infrastructure development
• Quality of life
• Equality and social inclusion
• Environmental sustainability
• Governance and legislation

The degree of balance between these indicators was also taken into account.
According to the results of a comprehensive assessment of urban prosperity, Moscow entered the top three along with Singapore and Toronto, leaving behind Sydney, London, Paris, Madrid, Shanghai, Hong Kong, New York and many others.
Moreover, the capital of Russia has become the absolute leader in two categories:
1. The level of infrastructure development (housing, social, transport, information and communication technologies).
2. Quality of life (indicators in the field of health, education, science and technology, culture and leisure, security and public spaces).
Leading positions in international rankings and numerous awards characterize Moscow as a modern European city, which is only getting better every year. However, the best indicator that Moscow is moving in the right direction in its development is millions of people who choose to live, work, study and raise children in the capital.
